consultancy company implementing various donor funded projects, and regarding an EU funded
project named “Technical Assistance of Enhancing the Rare Earth Elements (REEs)
Research and Innovation Capacity of Türkiye”, which is implementing by WYG Turkey at
the moment. Our Team Leader will be replaced for the mentioned project. Is it possible for you
to suggest some experts regarding the mentioned project or if you are not the relevant person
to contact with, could you please forward this e-mail to who may assist us? Please kindly find
attached the Terms of References for more detailed information, and let me briefly explain the
situation of the position:
The start date of the project is 07.2022 and it is estimated to finish on 07.2024. Considering the
approval process, expected start day of the new Team Leader is in April, the remaining working
days from the previous Team Leader is 341 wd, the new Team Leader is expected to work in
Ankara and Tunceli (project base) in Türkiye and home-based rate is 15%, number of available
home-based working days remaining from the old Team Leader is 41.5 wds and full-time work is
expected.
Could you please inform us regarding who might be interested and available to relocate to Türkiye
if we can make an agreement, and could you please inform us regarding the daily based fee
expectation of the Team Leader having the information of that this is a full-time job rather than
a consultancy service?

Job Description:
The Team Leader (TL) will be responsible for the management and quality assessment of technical
assistance and inputs provided by the TAT (including the non-key experts). In his/her capacity as the leader
of the TAT, the main functions of the Team Leader will be as follows but are not limited to:
• Produce the technical parts of the contractual reports, such as the inception report, progress reports, and
final report, by obtaining inputs from key and non-key experts,
• Produce, in cooperation with the other members of the technical assistance team, the work plans and
resource schedules, and identify the profiles of the non-key experts to be mobilized by the Contractor,
• Review the technical reports and proposals to be produced by the key and non-key experts and assure
quality and coherence of reports,
• Represent the project at key project-relevant events and meetings,
• Monitor daily the progress of the project against the pre-determined and agreed upon time plans, and
report possible deviations from the predetermined and agreed upon time plans and resource schedules to
the beneficiary,
• Report to CA and the Senior Representative of End Recipient of Assistance
Qualifications and Skills:
• Minimum Bachelor’s degree in Geological / Mining / Chemical / Metallurgical / Material/ Industrial /
International Business / International Trade / International Administration and Economy fields of
Engineering or Commerce, Business
• Applicants holding a post- graduate degree (MSc or PhD degree) in above fields relevant to the REE
industry will be an asset.
• Very good command of English (speaking, reading, and writing).
General professional experience:
• Minimum 10 years of working experience in REE Industry following the attainment of bachelor’s degree
Specific Professional Experiences:
• Minimum 3 years of experience in management of R&D Projects related to REEs
• Minimum 3 years of experience in business development and investor relations directly to REE Industry.
• Minimum 3 years of experience in international REE supply chain
